I think all parties have a lot to answer for and why would CDC send monkeys to a place that isn't responsible enough to care for them and then gives them to yet another place that obviously didn't know how to care for them and according to the report, didn't give them any guidance either.
Why would they send a second group after knowing the first group was in a crisis situation?
Obviously no one bother to check to see if either facility was qualified.
